About Community Boards - Membership


Membership

Each of the city's 59 community districts has a Community Board. Each Board has up to 50 voting members, with one half of the membership appointed each year. Additionally, all City Council members whose districts are part of the community district are Ex-Officio Board members and may participate in all Board activities. The Borough President appoints the voting members of the Community Board using these guidelines from the City Charter:
  • At least one half of the members are to be selected from nominees of City Council members. These nominees are apportioned to Council members based on the share of the district's population they represent.
  • Members must be New York City residents who live in or have a business, professional, or other significant interest in the community district.
  • No more than 25 percent of the members may be City employees.
  • The Borough President must ensure adequate representation from different geographic neighborhoods in the district, and must consider whether all segments of the community are represented.
Community Boards, civic and other community groups, or individuals may submit nominations to the Borough President or the Council Members.

Community Board members serve without compensation but may be reimbursed for actual, necessary out of pocket expenses in connection with attendance at regularly scheduled meetings.

Board Members may be removed for "cause" by the Borough President or by a majority vote of the Board in accordance with due process. "Cause" is not precisely defined in the Charter. However, one example of cause is specifically noted in the Charter - substantial non-attendance at Board or committee meetings over a period of six months.

The Borough President may fill any vacancy for the remainder of the unexpired term.
